Thoreso's Atlantis Fix

Fixes a bug where the Atlantis dimension mod prevents Haste and Water Breathing from being applied.
The Atlantis dimension attempts to provide Night Vision, Haste, and Water Breathing while inside the dimension, but fails to provide Night vision, and prevents Haste and Water Breathing from being applied outside that dimension. In addition, it is constantly running server ticks.
All of these problems have been fixed, and additionally Dolphin's Grace is now applied while within the dimension to make travel more expedient.
