StableCap Pacer 1.2.0

- Reworked the internal frame pacer to use next-frame deadlines instead of last-frame-end timing.
- Added better recovery after heavy frame spikes and modpack hitches.
- Added deadline reset behavior to prevent bursty catch-up frames after large stalls.
- Added config/stablecap-client.toml as the new primary config file.
- Preserved fallback support for the old config/stablecap.properties file.
- Expanded targetFps range from 30-360 to 15-1000.
- Added “on” as a valid hybridPacer enabled value.
- Updated mod metadata to version 1.2.0.
- Added separate builds for Forge 1.19-1.20.6 and experimental Forge 1.21.x.
