Stops 'Kicked for spamming' on lagging servers. Separate, configurable chat and command limits for 1.21.1 and 1.21.11.

- On a lagging server, the chat and command spam limits cool down by real time, so players are not kicked for normal chat (MC-276819).
- The limits themselves are in server.properties on this version (chat-spam-threshold-seconds, command-spam-threshold-seconds).
