Spam Kick Fix

• On a lagging server, the chat and command spam limits cool down by real time, so players are not kicked for normal chat (MC-276819).
• Commands get their own spam limit, separate from chat, like in 26.2.
• Both limits can be set in config/spam_kick_fix.properties (chat-spam-threshold-seconds, command-spam-threshold-seconds; 0 = never kick).
