SlimeChunkF3

adds a clientside command, slimechunkf3-seed, which can be used to configure the seed from which the mod calculates if the current chunk is a slimechunk

also adds a command named fcc and fabric-command-api-v1:client, which i sadly cant remove. it is hardcoded into the fabric api, if you register a clientsided command. they dont do anything usefull except display a help message.
