Simple Weather

[FIXES] Despite what Tim the Toolman Taylor claims, "MORE POWER" wasn't quite correct... AKA: Particle spawning to not be driven by FPS, but rather client tick. This should fix the "lack" of rain some would see if the fps was vsynced or set lower than unlimited.

Increases the default particle count. If you have already installed the mod, you are likely best off deleting the simple_weather-client.toml in the config folder.
