What's new
- [ADDS] Snow was overly excited in areas it wouldn't spawn, so a bouncer was added to keep it in check. (Basically a cheaper check for positions that would never spawn)
- [ADDS] Config to reduce rain collision particle spawns
- [FIXES] Only calls particles in START phase vs Start and end. This may result in needing more particles, but I'll let you decide that :)
