CONFIG: Changed custom sound setting: mod user can add custom sound to 'I:Custom_Sound_Rate', and the mod author will add custom sound to 'I:Custom_Sound_Rate2'.
The priority is 'I:Custom_Sound_Rate' > 'I:Custom_Sound_Rate2'.
Mod user can also edit the sound rate in I:Custom_Sound_Rate2 except ship id, but I:Custom_Sound_Rate2 usually reset to default when version changed.
