Rhodium's Wither Totem

Adds a new Wither Totem, crafted using 1 Totem of Undying and one Nether Star. When left clicked with item in hand, the totem will grant the user Levitation VI for 3 seconds and Slow Falling for 10 seconds, but the effects can be spammed. It acts as a way for players to gain flight powers pre Elytra, but comes with the drawback of being slow, similar to the Happy Ghast.
