I have the same problem as the other commenter. I'm using 16.5 with Forge 36.20. Only have JEI, Oh the Biomes You'll Go, and Puddles installed. No matter how long it rains no puddles form. Any ideas?
Hey uh, I've been playing with this for a few weeks now on 1.16.5 and I have yet to see a puddle. They just never show up. No matter how long it's been raining. :s I've tried pushing the config values to extremes, rain both normally and via commands, otherwise new/empty instance, nothing. The puddle still shows in the creative menu, just never in world.
That's odd. I'll check to see if there's anything that can cause this.
Edit: I loaded up a new world and saw puddles almost immediately after it started raining. The only placement restrictions are to not be in a desert/snowy biome and be in the Overworld.
I've tried new worlds a few more times with different combinations of forge and java versions, default world type and single-biome plains, no other mods, rain with and without thunder... I'm so confused, lol. screenshot
Just realized this mod finally has an MC 1.16 update. Awesome! I hope to see a 1.18 update in the future.

Does it add snow layers in snowy biomes (instead of water puddles) when it's snowing? If not, would you consider implementing it?

The puddles are independent blocks, so they won't be affected.
