Minecraft 1.18.2 Forge support

This is the first ProjectE Rebalanced release for Minecraft 1.18.2 on Forge.

The build is based on the 1.20.1 Forge version and adapts the implementation for Java 17, Forge 40.x, and ProjectE 1.18.2.
