Potion Snowballs

Fixed snowballs applying effects to the thrower

Fixed crafted snowballs being labelled as uncraftable

Added configurable recipes. You can now customize the amount of snowballs crafted with each potion type and in the cauldron (it can be either 8 or 16).

By default, splash potions make 8 snowballs and lingering potions make 16 (the recipe requires 4 snow blocks in a diamond pattern with a potion in the center)

Tipped snowballs can now be fired from a dispenser!

Added statistics support

Tipped snowballs now make some potion particles on impact
