Added missing descriptions for vanilla effects

 

Added descriptions for:

- Buzzier Bees

- Environmental

- Neapolitan

- Savage & Ravage

- Alex's Mobs (updated)

- Farmer's Delight

- Infernal Expansion

- Terra Incognita

 

Improved logging of missing effects:

- Fixed effects being logged even if description is present

- Effects are now logged every time resources are reloaded

- Logs will show effect ID's instead of names

- Logging option now defaults to true
