Fixes

• No more lag spike when changing dimension. Portalium used to fully save the dimension you left on every trip (500 ms+ ticks reported on servers). Dimensions are now saved once, without blocking, when they actually go dormant.
• The Overworld never goes dormant any more. Doing so could reset the world's time to 0.
• Dormant dimensions are included in the shutdown save.
• Dimensions with force-loaded chunks stay active, so chunk loaders keep working.
• No longer sends fake "world unloaded/loaded" events to other mods for dimensions that stay loaded.
• Fixed every event handler running twice.

Config

• Removed overworldDelayMultiplier (the Overworld no longer goes dormant).
