This is simply a backported feature from 26.2, which makes piglin spawn in peaceful mode.
Piglins were considered hostile mobs and they were disallowed to spawn in peaceful mode, which makes the Nether in peaceful feel more deserted. Now peaceful players can have a lively nether, and play bartering with peaceful piglins, which do not attack you for not wearing gold.
