Pedestals

Added 2 new Infusions (hidden by default) These are both tied to the config on some upgrades that requires tool durability to be used when operating. 1. RemoveDurabilityCost - prevents durability loss from tools (when durability config is true) 2. AutoRepairTool - will use xp stored in the pedestal to repair the inserted tool (when durability config is true) (there is docs on the wiki in the pack dev section going into depth for these if pack devs want to add recipes for them)

Added a new Augment and related tool. Transfer Toggle Augment! - Allows the Player to toggle (items, fluids, energy, xp, dust*) what the pedestals sends (you can now prevent the pedestal from sending fuel out of your generator while still allowing it to send energy)
