Owl's Pocket Dimension

Overworld behavior (clouds, sun, moon, weather cycle) restored for the Pocket Dimension -- that was a temporary fix to disable skeleton traps and lightning while I worked on targeted solutions and had unforeseen consequences of removing those other features

New functions implemented preventing the spawning of lightning and skeleton horses in the pocket dimension. While not the best solution, I tried and could not find a way of specifically preventing skeleton traps and natural lightning vs things spawned in creative mode or commands. I may revisit it in the future.
