What's new

 - Added per-world-tier enemy armor settings.
  - Added per-world-tier enemy weapon settings.
  - Added `/oni_worldtier armor tier <tier> [setting]`.
  - Added `/oni_worldtier weapon tier <tier> [setting]`.
  - `/oni_worldtier armor <setting>` now changes the currently active world tier.
  - `/oni_worldtier weapon <setting>` now changes the currently active world tier.
  - Gear settings now support `none`, fixed materials, `random`, and material ranges.
  - Default gear settings are now WT1-WT3: none, WT4: iron armor and netherite weapons.
  - Preserved migration from the previous WT4-only gear settings.
