Goggles that grant night vision or mob vision at the cost of durability, repairable with iron ingots.

- Updated potion application to happen purely on the server side, hopefully preventing any desynchronisations when changing dimensions, etc
- The duration of both has been increased to 20 seconds so as to avoid situations where lag might randomly cause you to drop below the 10 second threshold and start the "night vision flashing".
- Added a configuration option (default true) that removes fog while wearing goggles underwater.
- Added a configuration option (default true) that removes Nether Fog while wearing goggles.
- Adjusted the recipe for creating the goggles.
