Allows modpack makers to customize vanilla mob spawners behaviour.

The actual 1.4 update
- Added a config option to disable mob-specific spawn checks
- Fixed the item for the custom spawner not registering
- Came across a weird bug with spawners not retaining information set by a spawn egg but it's not occuring anymore so fixed that I guess ? Help I don't know what I'm doing
Also I actually have to change stuff to support 1.11 now so I might drop active support for that version if no one uses it
