About Tiny Coal

I added this to balance out the Dried Kelp to Coal smelting recipe 
and also if people use it in modpacks to nerf coal if they want. Tiny Coal burn time is 15 Ticks.
I hope Tiny Coal works properly if it doesn't let me know
