Changed the default Time HUD X position from 1 to 0.5

Added a new keybind to hover inside pouches (default:Lctrl)

Added the slot hovering tint from vanilla inventories to pouch hovering

Added full configuration support through client side commands. (this is the majority of the update)

Fixed the split second mouse reset tooltip flash
