Localized /me command

Add a variant of the /me command displayed to other players in a set range.

This mod add a command named /action which mimic the vanilla /me command but with the possibility to set a specific distance where the action will be visible.

There is a example:
/action 10 "Is looking around"
This will return "* Username Is looking around" to every players within 10 blocks.
