Turns beacon into optional chunkloaders.

This mod turns beacons into chunkloaders. Toggle chunkloading by sneak-use on a beacon. The loading-radius depends on the beacon level. In the debug menu (f3) you can see if the chunk is forceloaded by LoadIt.
