To make an hopper faster, just brew a grease bottle in the brewing stand and use in on the hopper. You can modify the effect in the config (default: 2x, range: 2x-8x). The grease bottle is made of honey bottles and a slime ball and can be used 16 times. To remove the effect, just use a shear on an fast hopper. In the debug menu (f3) you can see if the hopper you are looking at is fast.
