Added two commands: /sethearts and /maxallowedhearts

Set Hearts sets the max health of a player, syntax goes "/sethearts [playername] [amount-minimum 1]". IF input amount is above max, it sets the health to max allowed.

Max Allowed Hearts sets the amount of hearts that a player is allowed to have. Syntax goes "/maxallowedhearts [amount-minimum 1]"

IMPORTANT NOTE: THIS UPDATE IS IN A BETA PHASE!! DO NOT PUT THIS ON WORLDS THAT YOU CARE ABOUT! THERE WILL BE BUGS.
