Legacy Freecam

A client-side freecam for Minecraft 1.6.4 (Forge). Press a key and the camera detaches from your player so you can fly around and look at the world. Your character stays exactly where you left it, and the client keeps reporting that position to the server, so the free camera's movement is never sent anywhere.

Since the player never actually moves, it works in survival and on servers that do not have the mod installed.
