Iron & Nouveau 0.17.31

Requires Ars Conflux 0.1.40 or newer.

• Support Conflux's shared cooldown and cast-time reduction attributes.
• Apply shared cooldown reduction after native Iron cooldown reduction, weapon modifiers and supported per-shot recast division.
• Include managed native self-casting and non-player bound-tool cooldowns.
• Use Conflux's shared preparation timing without preparing a native self-cast a second time.

Both attributes default to 0. Existing timing is preserved until equipment, effects or modpack progression provide a bonus. Ordinary Iron casts outside this integration retain their native timing rules.
