IC2 Classic

New Patch for the Tekkit 2 Pack.

They helped in identifying some really bad bugs and sorry that this took so long since i was kinda brute forcing 1.19.2 release.

But now the 1.12 community can get their broken things fixed too.

Also a few smaller backports from 1.19.2 so you have some new tech too.

Though this is nothing gameplay changing.

-Added: Config for SteamReactor power output. Doesn't affect the heat simulation just the steam output.
-Added: 1.19.2 Reactor Planner encoder for better compression and backwards compat.
-Fixed: Removed logger out of the Electric ItemManager spamming stuff.
-Fixed: AudioManager would crash when switching audio devices.
-Fixed: IC2C would violate the IItemHandler rules. Should fix a lot of bugs.
-Fixed: NuclearJetpacks now equips when you sneak instead of not sneaking.
-Fixed: RecyclerConfig loads now late so it actually can see other mods content.
-Fixed: ReactorPlanner now closes when importing setups to reduce desyncs being visible.
