HVS -- High Velocity Streaming

LOD, SFR chunk and network performance improvements:

1. Improved LOD materials

2. Improved how the seam between real chunks and LOD is displayed

3. Prebaked SFR chunk files are 22.5% smaller

4. Much lower network bandwidth per player, with the new /hvs pmode [low (default)/medium/high]:

- low: 34% less bandwidth

- medium: 65%–77% less bandwidth

- high: 88%–94% less bandwidth
