Fixes a crash bug where the biome or biome category isn't populated for a world position and null is returned.

Implements Grim Citadel Maximum Boost Percent.

*  Mobs are tougher around Grim Citadels.  They drop loot as if they were much further away from spawn.   

This setting is the maximum boost allowed for grim citadels.

With it set at 96%, mobs in grim citadels will be as tough as they are 28,800 meters away from spawn or however far they are from spawn (up to the default 30,000).

With it set at 10%, mobs in grim citadels will be as tough as 3000 meters away from spawn OR however far they are from spawn.

Addresses an issue where potions were too powerful.   Instead of multiplying by 1.03, I added 3.  This made them 400% as powerful instead of 103% as powerful.

Code smoothing- some duplicated methods were collapsed.

Some debugging messages which were too verbose at level 1, were moved to level 2.

Level 1 is high level messages.

Level 2 is every message.
