Makes torches and lanterns temporary, burning out with time. Can also be configured to require torches be lit after placement.

- Fix torches in the inventory burning twice as fast as when placed in the world
- Fix smoldering torches in the inventory not burning
- Fix hand-extinguishing a torch taking priority over lighting a held torch
