Added some config features for Charged Goopers.

Charged Goopers can be told to spawn on specific blocks in the world that can see the sky.

Charged Gooper blocks placed also now have a seperate config.

Spawn probabilities have not changed, if a normal Gooper spawns on the block(s) specified, and the block can see the sky, lightning will hit them and charge them.

Charged Goopers will not despawn naturally.
