What's new

- simplified Road Tool main UI
- (26.1) fixed text render program incorrectly trying to access sign data (which is null) causing a crash
- Road Tool backend consolidation
- probable fix for roads being offset under certain conditions
- fixed road preview not being block centered
- added RoadTool option to toggle walls removing existing roads on/off
- decreased amount of RoadTool preview panes (mostly on slopes)
- added `client/render_road_preview_panes` config setting to disable RoadTool preview panes
