Fabric API is the core library for the most common hooks and intercompatibility measures utilized by mods using the Fabric toolchain

This is SEPARATE from the Fabric loader! You need both for most mods!
Keep in mind the project requires the Fabric mod loader!

Fabric API is not an Installer. You will want to go to here: fabricmc.net/use to get the Jar Installer. Fabric API goes in the 'mods' folder.

No. They are very different. There is Patchwork, a way to make Forge mods work on Fabric but the 1.16 version is not ready yet. Only a handful of 1.14.4 mods. But besides Patchwork that's the closest thing. You can find more here: https://ftb.gamepedia.com/Patchwork

What sort of error do you have? Is it a mod or Fabric not working in the launcher? I only have brief experience with the that launcher so I'll see what I can do.

it says right there, it tells you what to install and what version. install flytre lib 0.2.7 or greater

The mod your using needs FlytreLib, some mods do still need Libraries or API to run. If the crash report were bigger than I'd agree it would be hard to tell but it does say right there in that small space.

Going with 1.16.5 is fine but not using Fabric API for 1.16.5 in a 1.16.4 environment for example it won't work.
If you want 1.16.4 or any builds for any older versions of Fabric you need to go to the 'Files' tab.
Then to view more go to 'View All'.
Then select 1.16.4 to only see 1.16.4 versions and the latest one should do.

Fabric API is needed for mods in the mods folder. Get the Installer here (Jar one): https://fabricmc.net/use/ and setup the location/Minecraft version and more.
Put Fabric API and whatever mods you want to use in the mods folder that match the version of Minecraft you setup the Fabric Installer/Loader for and you'll be good.
if you can show the error that would be helpful. I assume you mean a 403 error appearing in your web searching correct? My guess is the web browser wouldn't allow it due to anti-virus or something else preventing you from accessing it. https://en.wikipedia.org/wiki/HTTP_403 That or for some reason it just can't access the page even though it can see it.
