-fixing some bugs/mistakes made by myself in terms of understanding what the internal options meant.  Previously would not build lods after load-in to game, and only work when changing/starting lod quality options afresh.

-sets defaults to something close to those settings hopefully useable by au naturel

-should have a bit more info available in the f3 menu for me (or anyone else) to debug the general queue/lod processing pipeline.
