Requires official, unmodified JEI 19.64.0.455 (CurseForge file 9205121). Pack visibility rules now use a Core-owned JEI public API plugin, including compatibility with the existing EMI integration. Removes the internal JEI ingredient-builder hook. No JEI classes or embedded JEI JAR are distributed. Existing progression guards and runtime compatibility hooks remain intact.

Source commit: 6f07cce. Build and policy checks passed. Full gameplay, save/reload and fresh-import qualification was not completed; further testing was stopped at the owner's request.
