Create mod fix

Removes the narrow Create, Flywheel, and NeoForge version limits from v5 within Minecraft 1.21.1. Does not add blacklists or hard dependencies for Create addons, magic mods, horror mods, or other content mods. Makes the Flywheel mixin fail-safe. If a compatible Flywheel version changes its target, the fix simply skips itself instead of preventing the modpack from starting. Keeps the v5 renderer safeguard: Flywheel is disabled only on Intel HD Graphics 4600. All other graphics hardware continues using Flywheel's normal renderer.
