This mod uses Forge and that only works with the Minecraft Java Edition. I'm not sure if you can install Forge on an iPad. If you can install Forge, then you have to copy this mod file to the mods folder in your minecraft folder
No I don't intend to make a fabric version. Minecraft Mods aren't high priority for me right now, so I just keep the few ones I have up to date (at least those, that are already on 1.13 or newer, otherwise it's almost a complete rewrite to update them), but I won't port it to fabric. You could also make the same features with a data pack. You could even copy the resources you need from the linked git repository, it's just a few recipe files.

I downloaded the file to my iPad, I wasn’t sure if it was a data or behavior pack and am not sure how to apply the mod to the game. Please help me

I don't know how to do stuff like that on iPad. I usually just move the files from downloads to the mod folder, but I'm on my computer
man u should have added leads too!! :( edit: damn i completely forgot leashes were craftable...... but now i remember

If I were to just add this mod onto my server, would the crafting recipe work? or would people have to install it onto their clients too

Yes it will work if it is only installed on the server
why i cant craft it i install it the mod but i still cant craft saddle
i can craft in single mode but cant craft at multiplayer mode

If you want to craft saddles in multiplayer mode, the mod has to be installed on the server.
