Configurable Beacon Range

Lets you configure the beacon's range at every level (1, 2, 3, 4)
Default range values per level:
1: 100m, max 300
2: 200m, max 600
3: 300m, max 900
4: 400m, max 1200
min for all ranges is 1 block
