Cobblemon Spawn Notification

Ported to Cobblemon 1.8. Added Alpha support in the base data. Added Korean translation, courtesy of Sconda on Discord. Note that with the new herd functionality from Cobblemon comes the opportunity for ultra-rare notifications to get spammed if an ultra-rare herd spawns. This is a good opportunity to educate those who don't know that Pokémon are not a specific rarity, their spawns are and that you can disable the ultra-rare notifications by changing your disabledSituations config option to include "spawn_notification:ultra_rare/*". I'll be pondering and taking suggestions on how to handle this new oddity if anyone's interested.
