Adds in Coaxium (from Star Wars) and makes it a nuclear fuel for IC2 reactors

This mod adds in Coaxium, from the Star Wars series. IC2 integration makes it a nuclear fuel, with a new byproduct: Cesium-137, which can also be used as a nuclear fuel.
