The default recipe for Clockout Blocks requires eight redstone and one cobblestone arranged in the manner you are seeing above

You can right-click the block to see which player is associated with the block. By default, the names of owners of blocks that are not yours are only visible to ops of permission level 1 or higher (adjustable in the server config).
This block does not keep chunks loaded.
