Classic Bars

Features
* Overhaul the mod, to reduce maintenance burden and add more features
* Replace config with much more customizable json and add more customization options.  Was working on this earlier but got distracted and it ended up half broken.
* Registering a new bar as a 3rd party is now much, much easier with templates to help simplify.
* Show icon and show text is now per bar
* There is now a config file for each bar in addition to the standard config.  Order can be customized, bars can be set to a side, disabled, and more
Fixes
* Fix clients potentially being able to heal themselves for free

* Values greater than the normal limit such as hunger are now capped in display

* Tough as nails compat updated and fixed

Note: A port to 1.21.1 is planned soon(within 2 months) if nothing goes wrong.
