[*] Bug Fixes

-Fixed Wind Bells not waterlogging properly
-Fixed Wind Bell sounds not playing in the Ambient Sound Catagory
-Addressed Wind Chime animation movement not working as intended
-Tweaked Carved Bamboo Wind Chime texture to better match Stripped Bamboo textures in 1.20
-Mobs will now avoid walking into Wind Chime blocks (Temp fix for a different feature that will be added in the future)
