Charges enchanting and anvil work in real XP points instead of flat levels, removes the anvil's Too Expensive limit, and stops repairs from inflating future costs.

First release for Minecraft 1.21.1 on Forge. Same cost model, config file and defaults as the 26.x builds. Requires Forge 52 and Java 21. Works on client and server. Repairs and renames still fire AnvilUpdateEvent, so other anvil mods keep their say; PlayerXpEvent.LevelChange does not fire for the repriced enchanting and anvil charges.
