Charges enchanting and anvil work in real XP points instead of flat levels, removes the anvil's Too Expensive limit, and stops repairs from inflating future costs.

What's new
First NeoForge release, for Minecraft 26.3. Same cost model, same config file and same defaults as the Fabric build. Requires NeoForge 26.3.0.x and Java 25. Works on client and server. Compatibility note: NeoForge's AnvilUpdateEvent still fires normally, so other anvil mods keep their say over the result. PlayerXpEvent.LevelChange does not fire for repriced enchanting-table or anvil charges, since both replace vanilla's level deduction rather than going through it.
