Downgraded minimum Java from 25 to 21
Overhaul on RTG module regarding Village placement. Fixed village leveling by changing to definable compound plate to level village placement. Plate will define a default 12 block radius around village structures and apply leveling, so that intersecting plates level intermediate areas of the village like roads and yards. Added the /aqvillage command for pack testing. Enabled Java 21 compatibility to resolve a Java VM crash with Thaumcraft 6 Aspects for JEI.
