First public release.

Create

• Machine settings (value scrolls, filters, thresholds) now go through a rule engine and respect claims.
• Contraptions can no longer break blocks, deploy, or drain storage inside claims their team has no rights to, nor pick up a neighbouring claim's blocks when assembling.

Waystones

• "Visible to Team" waystones are shown to the owner's FTB party, not to everyone sharing their vanilla scoreboard team.
• Waystones placed in another team's claim can be registered again; who gets through is configurable.

Administration

• In-game admin panel (/arcadiactp panel) with a policy per protection, saved instantly.
• Create and Waystones are optional: a protection whose target mod is missing or has changed turns itself off instead of blocking startup.

Known limitation: the admin panel is in French only.
