Advanced Solars Classic

- moved comparator, inventory, and preview buttons in solar panels
- moved comparator button in molecular transformer
- added click area in molecular transformer to see recipes, click the energy bar to see recipes in jei
- added Ukrainian lang - credit pgmtags
- changed config system to carbon config - means the config has been moved to the ic2c folder in config
note: no action should be needed, I've created a system to convert the old config into the new config if old config file exists. the file is then renamed to advanced_solars-common-replaced.toml.bak just in case something goes wrong while converting and it could not read the file properly(that shouldn't happen, but there may be edge cases I haven't accounted for)
- fixed solar panels not properly setting tier when generation multiplier makes their production go over the default tier limit.
- fixed solar helmets not observing generation multiplier config values used by their block counterparts.
